The Pasig City Regional Trial Court denied the petition of the Coordinating Council of Private Educational Associations (Cocopea) urging for a temporary restraining order against the revised nursing curriculum of the Commission on Higher Education (CHED).
Pasig City Regional Trial Court Branch 157 Judge Esperanza Fabon-Victorino denied the TRO application of Cocopea by pointing out the CHED has given a one-year notice to the concerned parties on the proposal to revise the nursing curriculum.
Victorino said the one-year notice by CHED is enough reason why a TRO is proper to suspend the implementation of the new curriculum.
In the absence of a TRO, CHED said they would immediately implement the new nursing curriculum.
Cocopea, a consortium of private educational firms in the country with more than 2,500 member schools, had sought to nullify the CHED memorandum circular raising the number of units required for a Bachelor of Science in Nursing degree from 193 to 212 that would take effect this school year.
The group, represented by chairman Fr. Roderick Salazar Jr., said they earlier sent a letter to CHED raising several issues over the new memorandum that, they pointed out, lacked the required public hearing before implementation.
Salazar said they should have been consulted first through a public hearing before the new circular was implemented.
CHED, however, denied Cocopea's allegations in saying they followed the procedures and complied with the requirements of the Technical Committee on Nursing Education (TCNE), a panel of experts in the field of nursing.
CHED legal service director Carmelita Yadao-Sison said the nursing program would still have a four-year curriculum, contrary to reports that Nursing would be a five-year course after the implementation of CMO no. 5.
Sison explained the added units were distributed through the four-year curriculum.
Despite Cocopea's objections, other groups that included the Philippine Nursing Association (PNA), Association of Deans of the Colleges of Nursing of the Philippines and Association of Private Hospitals in the Philippines, declared their strong support on the implementation of the new program.
"This new BSN program aims to produce a fully functioning nurse who is able to perform the competencies under each of the Key Areas of Responsibility as enumerated in ... the CMO no. 5," PNA president Leah Samaco-Paquiz said. - Rainier Allan Ronda/Philstar

hooray! ^_^
